The report ‘Broken Promises, Big Losses’ was authored by the District Economic Empowerment Coaltion (DEEC). Founded in 2005, DEEC is an alliance of businesses and community-based organizations that promotes inclusive economic opportunity in the District of Columbia, with an emphasis on economic opportunities for historically disenfranchised individuals and groups.
