Read the full report on how DC workers lost with the construction of the new Nationals stadium. Learn more about how only a quarter of the regular work hours were performed by DC workers, how promised apprenticeships were not delivered, and how not a single firm (0 of 56) fulfilled each of the ballpark PLA's 4 requirements. See the raw data: The data that is used and analyzed in "Broken Promises, Big Losses" comes directly from the Project Labor Agreement Task Force. Please feel free to review the data for yourself using the links below: July 2007 is the latest data available from the PLA Task Force. *Note: The Task Force has incorrectly estimated "Cumulative Journey Worker Hours" on the "Summarized Hours Report" linked to above. The erroneous estimate of 652,936 total journey worker results in the Task Force over-reporting the "% of DC hours" (Task Force: 32%; Actual: 28.9%). The actual number of "Cumulative Journey Worker Hours" is obtained by taking the total "Cumulative Year-To-Date Hours" (874,667 hours) and subtracting the "Actual Apprentice Hours" (161,296 hours). (Note: Journey worker and apprentice hours are the only two types of hours recorded.)
874,667 - 161,296 = 713,371 cumulative journey worker hours. This accurate portrayal of Task Force data is why DEEC correctly states that 28.9% of journey worker hours have been performed by DC workers. [206,444 (DC) / 713,371 (total) = 28.9% of journey worker hours performed by DC residents.]
